Definition: HPCON
Health Protection Condition Levels. DoD Public Health Emergency Management policy assigns health protection condition (HPCON) levels to disease outbreaks, such as the spread of COVID-19, based on the severity of the disease and the level of transmission occurring in the local community. HPCON levels outline specific actions you can take in response to a health threat. While it’s always important to prevent the spread of germs, there are additional steps you can take if COVID-19 transmission becomes more widespread in your community. Regardless of the current HPCON level, always follow the guidance from your installation and local public health agencies. HPCON Levels are as follows: [0] - ROUTINE: No community transmission (A)LPHA - LIMITED: Community transmission beginning (B)RAVO - MODERATE: Increased community transmission (C)HARLIE - SUBSTANTIAL: Sustained community transmission (D)ELTA - SEVERE: Widespread community transmission. Persons that have been tested and confirmed as having the COVID-19 virus.
Definition: Clinical Features
Fever or signs/symptoms of lower respiratory illness (e.g. cough, or shortness of breath) and epidemiological risk: - any person, including health care workers, who has had close contact with a laboratory-confirmed COVID-19 patient within 14 days of symptom onset OR - a history of travel from affected geographic areas (China, Iran, Italy, Japan, South Korea, France, Germany) within 14 days of symptom onset OR - fever with severe acute lower respiratory illness (e.g. pneumonia, ards) requiring hospitalization and without alternative explanatory diagnosis (e.g. influenza) and epidemiological risk: no source of exposure has been identified.
Definition: Quarantine
Applies to those who have been exposed to a contagious disease but who may or may not become ill. The separation of an individual or group that has been exposed to a communicable disease but is not yet ill from others, who have not been so exposed, in such manner and place to prevent the possible spread of the communicable disease. Places of Quarantine will be maintained in a safe and hygienic manner, designed to minimize transmission of infection or contamination or other harm to other persons under quarantine. Adequate food, clothing, medical care, and other necessities will be provided. The period for quarantine will be established by the assigning authority.
Definition: Self-Quarantine
A voluntary or semi-voluntary quarantine in residence for those who may have been exposed to someone with a communicable disease or suspected community contact with someone else, one level removed, who may have. It may also be a quarantine in residence due to compliance with a policy designed to reduce or mitigate the likelihood of disease transmission. Such policies might be related to travel, attendance at an event or place, or the appearance of flu-like symptoms. The period for self-quarantine will be 14 days.
Definition: Isolation
Applies to persons who are known to be ill with a contagious disease. The separation of an individual or group infected or reasonably believed to be infected with a communicable disease from those who are healthy in such a place and manner to prevent the spread of the communicable disease. Isolating individuals or groups serves to prevent the transmission and spread of a communicable disease or any other hazardous substances that pose a threat to public health and safety. Isolation measures may be implemented in health care facilities, living quarters, or other buildings on a DoD installation or military command. Isolation measures do not lessen the responsibilities of the Military Health System to provide medical care to infected or affected persons to the standard of care feasible given resources available.

What do I do if I have tested positive for COVID-19?
Please notify your direct supervisor/ Annex Manager. You will be processed according to Department of Public Health guidelines for isolation.
When do I need to Self-Quarantine?
Criteria for Self-Quarantine are as follows: - If you have returned from travel within the last 14 days (regardless of location, reason, and/ or proof of DPHSS valid clearance certification) OR - If a family member or member within your household (sharing the same living space) returned from travel within the last 14 days (regardless of location, reason, and/ or proof of DPHSS valid clearance certification) OR -If you have been provided a mandate or recommendation by the Government of Guam or Federal Government to self-quarantine OR -If you have been in close PERSONAL contact with anyone who was tested positive for COVID-19 OR -If you are experiencing / showing any flu- like symptoms (i.e. cough, chills, fever, shortness of breath, body aches as related to illnesses) OR - If you have come in close PERSONAL contact (within 6 ft for more than 10 mins, in a confined space or had direct contact with infections bodily fluids) with anyone who has experienced flu-like symptoms Please note that it is company policy to send an employee home if they exhibit any flu-like symptoms. If you have been requested to go home or remain home as a result of being ill, you would NOT need a medical clearance. However, any absences for 3 days or more will require return to work documentation in accordance with DZSP 21 policy. You must self-quarantine for a period of 14 days. Because the quarantine period exceeds the maximum 3-day period of our HR policy, a medical clearance with a specified return to work date is required prior returning to work. It is advisable to schedule an appointment with your medical provider for the 15th day to avoid added days of PTO/LWOP. When self-quarantined, please stay home! We recommend you self-monitor and seek the advice of a medical professional. Please note that you will still have an obligation to inform DZSP 21 LLC if your condition changes and you suspect to have caught something or have been ordered by the medical professional to stay home for an extended period. In addition, be prepared to be asked screening questions by your annex and prior to accessing the base and/or facilities. Should you answer "Yes" to any of the screening questions, you will be advised to contact the US Naval Hospital Guam Medical Screening Call Center at: 333-2772 / 2773/2774. DZSP 21 reserves the right to request employee(s) to obtain medical clearances for the safety of the company and its employees.
When does the self-quarantine period begin and end?
The self-quarantine period begins immediately after return from travel, immediately after personal contact with a suspected person, if you develop flu-like symptoms, or if directed by DPHSS or other authority
Will I be paid to Self–Quarantine?
For the time being, employees will not be paid to self-quarantine. Employees will be required to use PTO. If your PTO is exhausted, you may use Leave Without Pay. There are circumstances where Leave Sharing or Family Medical Leave may be appropriate. Please reference existing HR policies before contacting the HRO office. However, they would be delighted to help you if you have specific questions.
What happens if the base locks down? I do not have leave and I do not have COVID-19. Will we be paid for missed days as a result of any base lockdown?
As of 7 April, we don’t know. Except for a couple annexes who are working flexible shift schedules, DZSP 21 annexes and their employees are working. We are considered Mission Essential/Mission Critical because we support the Defense Industrial Base and are essential/critical to the security posture and critical military defense of our great Nation. As Mr. Cornell shared in his message of April 6, 2020, he has been in close communication with Captain Turner, Commanding Officer of Naval Facilities Engineering Command and our Contracting Officer, Ms. Blanton, about that very issue. The Secretary of Defense, the Office of Management and Budget, Naval Facilities Engineering Command and others are trying to develop and provide a consistent policy to cover Federal contracts like ours to ensure that the workforce our Country depends on to take care of its Defense Industrial Base is properly protected from the disease and from loss of compensation while it stands ready to mobilize when required. There is also a Section (3610) in the recently enacted CARES Act, which provides latitude to Federal Agencies “to reimburse at the minimum applicable contract billing rates not to exceed an average of 40 hours per week any paid leave, including sick leave, a contractor provides to keep its employees or subcontractors in a ready state, including to protect the life and safety of Government and contractor personnel, but in no event beyond September 30, 2020. Such authority shall apply only to a contractor whose employees or subcontractors cannot perform work on a site that has been approved by the Federal Government, including a federally-owned or leased facility or site, due to facility closures or other restrictions, and who cannot telework because their job duties cannot be performed remotely during the public health emergency declared on January 31, 2020 for COVID–19.” It is my belief that the details to enact some measure of relief are being worked at the highest levels. We hope to hear something positive soon. The Company will do everything in its power to avoid furloughs and lay-offs.
My family member travelled off island and recently returned. Although I do not live with that relative, we had a brief amount of contact following her return. Do I need to self-quarantine?
The instruction we provided was for members of your household (sharing the same living space) due to the increased likelihood of passing the germs. However, if your contact with your family member (or similar scenario) was brief, we do not believe quarantine is required. However, we recommend you self-monitor and seek the advice of a medical professional if you or your family member develop flu-like symptoms. It is the responsibility of the employee to notify their direct supervisor/ Annex Manager if your condition changes and you suspect you have caught something or have been ordered by a medical professional to stay home for an extended period of time.
I’ve travelled somewhere that does not have any known COVID-19 cases; would I still need to self-quarantine?
Yes, our policy is clear. You must self-quarantine following any off-island travel. The Government of Guam has also established similar policy.
If I am not comfortable working and would like to volunteer to self-quarantine, will I get in trouble for requesting leave?
Requests to self-quarantine outside of the criteria specified in Question #9 will be considered and processed as a Leave Request and will be subject to Management approval based on mission essential functions. A minimum of 14 consecutive days would be required for voluntary self-quarantine. Respective PTO and/or LWOP policy requirements would apply.
