DZSP 21 LLC is “a workforce committed to excellence.” That excellence transcends not only our performance but also our behaviors and how we treat our customers. Our people are never satisfied with “good enough” or even “excellent.” They continually seek to improve – at all levels. DZSP 21 has matured into a high performance contractor and a true partner to the Government. We are providing exceptional services across the contract. We have worked diligently to become the Navy’s BOS “contractor of choice.” We have frequent and open communications with our Government partners. We have listened to the voice of our customers and are focused on being responsive to their needs. We have rigorous cost controls in place and continually look for innovative ways to save or avoid costs. We constantly review our processes and practices for improvements in efficiency, effectiveness, responsiveness, and customer service. Our Company
• DZSP 21 is a limited liability company incorporated in Delaware specifically for the purposes of performing the Base Operations Support (BOS) services contract. It is owned by a joint venture of PAE and Parsons Government Services.
• We are headquartered at Naval Base Guam.
• Our contract with the Government is Cost Plus (basically a time and materials contract) with a Base Period and four one-year options. Our contract year coincides with the calendar year and our performance is evaluated every four months. We are incentivized to perform well by the opportunity to earn additional one-year terms and a nominal award fee.
• We provide products and services at eight locations on Guam (Naval Base Apra Harbor, Naval Base Munitions Site, Naval Hospital, Naval Base Telecommunications Site, Naval Base Barrigada, Nimitz Hill, Santa Rita Navy Complex, and Andersen Air Force Base) to all military branches including the Guam Guard.

DZSP 21's professional leadership and management team brings years of experience, diverse backgrounds and a history of success in the contracting business.
Wayne Cornell, PE, FSAME
Wayne L. Cornell leads DZSP 21 as project director of the U.S. Navy’s Base Operations Support Services Contract on Guam. He also serves the company as its president and chief executive officer.
Wayne is a registered professional engineer (civil) in Hawaii and Virginia and retired at the rank of Commander from the Navy’s Civil Engineer Corps (CEC). He graduated from the U.S. Naval Academy with an undergraduate degree in Applied Sciences (nuclear physics & math) and earned a Master of Science Degree in Civil Engineering from the University of Illinois. He was inducted to the SAME Academy of Fellows in March 2015.
Wayne’s experience includes tours as a CEC officer in construction, contracts, public works, Seabees, and staff. He served two years of enlisted service and 19 years of commissioned service before retiring from the military in 1991. He then became Director of Facilities Management and Security for Aurora University, Ill. Since 1995, Wayne has worked in government contracting for companies such as DynCorp, Baker Support Services Inc., Raytheon Technical Services Company, and C. Martin Company.
Mark Lopez, PE
Mark Lopez holds the position of DZSP 21 public works director. He is responsible for the functions of facilities management, engineering, maintenance, and services; the operations and maintenance of all utility systems (power, de-mineralized water, potable water, and wastewater); and, all environmental services (compliance, Navy laboratory and Hazadous Waste Management). As the public works director, Lopez ensures both prime and subcontractors comply with program, and contractual and industrial standards. He is a registered professional engineer in the state of Georgia. He has lived on Guam now for six years, having retired from the U.S. Navy as a Civil Engineer Corps officer. (2012)
Vincent Salas, CSP
Vincent J. Salas manages the Project Safety Department at DZSP 21. He is responsible for the safety programs and oversight of employees and subcontractors to meet company values and milestones while continually improving the company’s culture of safety. He is a Board-Certified Safety Professional (CSP) with over 10 years of experience and knowledge in the field, ranging from liability insurance risk management to industrial hygiene methodology and surveillances. He holds a Bachelor's Degree in Political Science from St. Mary’s University in San Antonio, Texas. He communicates with annex leadership and customer representatives on safety-related issues and concerns to ensure a safe and healthful working environment for DZSP 21 employees and its customers. Vince has served two terms as president of the American Society of Safety Engineers (ASSE) Guam Section; an authorized OSHA instructor through the OSHA Training Center (OTC) in Chabot-Las Positas under the Pacific Education Center in Hawaii, and is currently working towards a graduate degree in Civil Engineering.
Shiela Concepcion
Shiela Concepcion has served as the DZSP 21 Quality Manager since 2011. By working with her Quality Assurance and Quality Control teams, she oversees the business and operational aspects of DZSP 21 through document management, inspections/audits, and report analysis. Shiela is responsible for ensuring the effectiveness of the Quality Management System (QMS) and its alignment with ISO 9001, practical business standards and Base Operations Support Contract (BOSC) compliance. Her years of experience in supporting the BOSC through project management, process improvement and development of business software applications provide many advantages that has allowed DZSP 21 to excel in different aspects of process automation and continual improvement. Having been Six Sigma-trained, she has led and supported a variety of Lean Six Sigma projects throughout the organization. Shiela holds a Bachelor’s degree in Computer Science with a minor in Mathematics from the University of Guam and was recognized as one of UOG’s Distinguished Alumni (2012).
Our Safety Policy

DZSP 21 is committed to ensuring the health and safety of its employees and to safeguarding the general public, environment, and property within our care. DZSP 21 believes that all injuries, accidents, damage to property, and damage to the environment are preventable. Therefore, our goal is zero injuries and we want our employees to be thinking safety always. No task or work is so important that it cannot be done safely. Be observant, aware, watchful, and careful.
Employees have the right to decline to perform work they believe is unsafe. Employees have an obligation to shut down any DZSP 21 job they believe is unsafe. Employees have a responsibility to notify management if they belive a non-DZSP 21 job is unsafe. Employees shall report all injuries, mishaps, near misses, and/or unsafe conditions to their supervisor immediately.
